Introduction
Monitoring and Evaluation (M&E) enhances the effectiveness of Government Programs and Projects by establishing clear links between past, present and future Projects and results. Monitoring and Evaluation can help MDAs to extract, from past and ongoing activities, relevant information that can subsequently be used as the basis for fine-tuning program, re-orientation and planning. Without monitoring it would be impossible to judge if the work being undertaken is going in the right direction, whether progress and success could be claimed on the other hand, absence of evaluation would limit determination of economic, social and cultural impacts of the Projects and Programs.
Why Monitoring and Evaluation?
Monitoring and evaluation helps improve performance and achieve results of Programs and Projects. Precisely, the overall purpose of monitoring and evaluation is the measurement and assessment of performance in order to more effectively manage the outputs and outcomes.
Monitoring can be defined as a continuing function that aims primarily to provide the management and main stakeholders of an ongoing intervention with early indications of progress, or lack thereof, in the achievement of results. Monitoring focuses on the activities/inputs and outputs.
Evaluation is a selective exercise that attempts to systematically and objectively assess progress towards and the achievement of an outcome. Program and Project evaluations that assess relevance, performance and other criteria need to be linked to outcomes and impacts.
Monitoring and Evaluation by Zanzibar Presidential Delivery Bureau (ZPDB);
The Zanzibar Presidential Delivery Bureau (ZPDB) was established mainly to coordinate enhanced service delivery and expeditiously attain results in Priority Sectors of the government, based on the Presidential promises and Zanzibar Development Plans and translated into Key Result Areas (KRAs) to be delivered by the Ministries, Departments, and Agencies (MDAs). To achieve this objective, ZPDB is required to coordinate, monitor and evaluate priority interventions of the Government in the priority Sectors, these interventions are in most cases executed in the form of Programs and Projects.
Under the division responsible for Monitoring and Evaluation has ensured presence of Monitoring and Evaluation Framework which is a key instrument in achieving an effective M&E practice as it provides a consistent approach to the Monitoring and Evaluation of Programs and Projects so that sufficient data and information is captured such as project roadmaps to review the progress and impact of those Projects. The framework also considers lessons learned from past and ongoing implementations is well encouraged and applied to inform best practice guidelines in different Sectors, not only that but also results indicators, performance measurements and key evaluation questions.
ZPDB encourages managers and MDA to actively apply the information obtained through Monitoring and Evaluation to improve strategies, planning, programs and other activities.
