INFRASTRUCTURE DEVELOPMENT

Infrastructure development is a key driver for sustainable economic development. It is one of the priorities and cutting across area that was considered by the Government in its endeavour to stimulate economic growth and improve living standards of the citizens. During the year 2020-25, Government planned construction of over 800 kms strategic roads with major impact covering urban, rural and trunk roads. It is envisaged that improvement of roads, drainage systems, traffic lights, streetlights and walkways will increase efficiency in transportation of goods to and from the points of sale, easy movement of people to various destinations, reduce incidents of accidents, improve safety through traffic separation in critical areas and overall maintenance costs of vehicles. Drainage systems will not only address nuisance to users but will also ensure longevity of the roads.

Whilst upgrading of roads was necessitated by their conditions, increased volume of tourists and businesses necessitated upgrading and/or construction of Ports and Airports.

Regarding Airports, Pemba Airport will be upgraded to handle international flights and Terminal 2 of Abeid Amani Karume International Airport will handle both domestic and international passengers. At their completion, the airports are designed to handle 2.75 million passengers per annum while Pemba Airport will be commenced in December, 2024 and completed in 2027. At AAKIA, T1 for VVIP and Business Centre to carter for up and emerging market will be completed in February, 2025

Existing of gaps in the supply of decent houses for her citizens necessitated construction of affordable homes. Government planned implementation of 1,065 affordable homes by 2025. The construction works has been commenced at Chumbuni area. More proposals are been explored for the next milestone of 3000 affordable houses. These efforts are in excess of medium and high-end houses under implementation by private developers, ZSSF and ZHC.

The following are the strategic directions by 2025

  1. Building sustainable, safe and environmentally friendly all-weather urban and rural road networks to support socio-economic development.
  2. Making Zanzibar a regional hub for maritime transportation.
  3. Ensuring accessible and affordable modern housing for all through the regeneration and redistribution of settlements, without compromising on the size and quality of land and related resources.
  4. Attaining competitive rates of air and passenger traffic alongside upgrades to local airports to meet regional and international aviation standards.
  5. Attaining greater power system independence and reliability through the diversification of energy sources, especially renewable energy and
  6. Providing effective and efficient information, telecommunications and related services for all
