The vision is transforming Zanzibar to achieve sustainable development by coordinating and fast-tracking the implementation of the government's priority projects to ensure completion in a timely manner and with high quality.

The ZPDB's mandate is to facilitate the government in undertaking performance management and delivery of results in the four government priority areas: Blue Economy, Infrastructure, Tourism, and Social Services (education, water, land and housing, health, and empowerment). The bureau also adheres to investigating and intervening if desired results do not appear in a timely manner.

ZPDB works to ensure evidence-based results occur in a timely manner and with high quality. It is a newly-formed independent institution under the President's Office – State House, launched on 02 December 2022, by the President of Zanzibar and the Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi.
